For the MP3 conversion to work in PGMusic products there has to an MP3 codec registered on the system.
Not just installed; it has to be registered with Windows.
RB and BiaB and PT all use windows registered codecs.

Since MP3 is technically a licensed ($$) product most basic systems don't come with one. It is possible to find free ones that install to the system. Just have to be careful where you get free stuff.
I think KLite was one that some said worked. Again be careful of source.

I was somehow able to get LAME to work and also have a Fraunhofer license from way back so I got lucky there.
