MIDI velocity ranges from 0 to 127, so max velocity peaks at. That being said, the volume you get could be related to the synth you are using (some synths have their own separate volume control. Perhaps try turning down all the other tracks and turn up your master volume to hear the metronome better.

Also, depending upon your sound interface, you may be able to make some adjustments there. For example, My FastTrack Pro has a knob to change the mix between the sound coming from the computer (via USB) and the sound coming from the inputs (my keyboard or microphone, for example). Adjusting this knob can increase the relative volume of the metronome (coming from the computer) and the monitoring level of what I'm recording with the microphone.

So there may be some other places to look to achieve your goal.
