The best time and places to shop is right after spring break at any of the spring break vacation/holiday areas. Kids bring guitars as well as other instruments, blow all of their money then pawn their instruments to get home.

Also if you know about guitars you can get better deals on a slightly damaged guitar. For example two years ago we were in Kissimmee Florida and it rained one day. I decided, with my wife's permission of course, to check out pawn shops for a guitar. I found a Samick acoustic that had a tuning knob broken. It had all six strings, was in tune and every thing else about it was fine. I bargained down to $50 USD and bought it. I thought that it would be a throw away until I got home and found out it was worth around $350. So I bought new tuners and strings for it. Total cost $110!
