And to add one other item here, if you go to the Chord Settings screen (Alt-F5), there is also a checkbox to reverse the behavior.

Normally with shots, rests, and holds, the track letters that appear after the dots are excluded from the shot, rest, or hold command.

If you press Alt-F5 (after selecting the chord you want to change), you can check the box that says, "Excluded instruments should rest". Regenerate the song, and you will now find that the instruments after the dots are the ones resting and the other instruments are playing.

Unfortunately, there is no indication on the chord grid screen that you have done it this way, so you'll have to keep track of it.
