Yes, Ray has it. Preferences, Display sets the default for all songs, but if you check "New Line for Every Section", it can still be overridden for an individual song via the "Sections on a New Line" checkbox in Song Settings.
In my version of BiaB is no check-item "New Line on Every Section" in the Song Settings or in the Preferences. My system is BiaB 2015 v 105 on Mac. I hope that this is not a Windows-feature only.
