Having a few issues starting my PC. As the case fell apart on my hands, I thought the issue was with the front facia buttons, now i am not sure.
On the mobo, there are two buttons (ASUS) they are clearly labelled, one is a start button and the other a reset button. When I look inside, on power up, the fan is not on, I press either the on or reset switches, or the same buttons on the motherboard and nothing happens. I check the wires but no action. After a couple of minutes fiddling around suddenly the fan starts and the machine powers. From then on the reset button works.
I have checked the leads and they seem ok, and as I have ordered a new case, this is a rebuild, but I was wondering if there are any more likely suspects that can stop a power up and prevent a fan (over CPU) starting?

Couple of points:
Modern computers are NEVER actually fully off.
The power supply provides some parasitic power for things like the power on switch, the network interface to permit network controlled power on etc.
As part of this whole system, the PS supplies a signal to the mobo called "Power Good" - if this signal is not present, the power on switch will not do anything.
So, an easy check might be to plug the PC into an Ethernet switch - if the power supply is functioning correctly then the Ethernet port should show a link light, even when the PC is "OFF". If there is none in the port on the PC, then check the Ethernet switch, there will surely be one there. If the link light is present but the PC won't switch on, then it is probably not the PS, but either the switch/wiring OR something on the mobo itself.

There are two (or more) power connectors from the P/Supply to the motherboard. One is a small 4 or 6 pin Molex type connector, it often plugs in near the CPU (not always). The other(s) are the large multi-pin ATX connector(s) that usually connect along the edge of the motherboard. The smaller plug referred to here is required to allow the start button to power up the machine. Make sure you didn't miss reconnecting that.
Also, the new case presumably came with front panel switches and a harness. Are all of these connected to the M/B and correctly?

Unplug both leads on the hard drive/s DVD Rom/s and floppy if you have one, re seat the memory chips. Unplug the soft power switch and the reset lead from the board then just short the 2 little PWR or PWRSW gold pins momentarily on with a paper clip or small screw driver and see if it starts.
