I'll try to answer your question assuming you understand how these files can affect performance.
I don't recommend tinkering with these unless you know what you are doing, but these files contain data you can look at.

Realband.ini
RB.Cfg

These contain the 'guts' of RB settings.

Other editable files that may help:

VSTiPluginList.ini
VSTPluginList.ini

Less relevant:
RBToolB07.ini

You may want to try using .TGS files, which are in the Realband\DXSettings folder instead.
These files can store setups for track FX and seem to transfer pretty reliably for me.. if the FX exist as you stated they do. Use Save Group in the FX window to create these tgs files, then Load Group on the next system.

Unique to RB/PT, but a handy tool once you learn it.
