I think not quite true. If you use all of the defaults then Microsoft will monitor certain usage.

But if you don't accept the defaults, I'm pretty sure you can turn all of this off.

If you check out the first link I posted, there is an excerpt of the license agreement that might cause you to re-assess that...

And while you can turn off much of it, you cannot turn it ALL off and the default is for it to ALL be ON, so if you are uninformed, like 99.9% of users, then m$ can monitor your every(?) move. Turning it off must be done AFTER installation, not during IIRC.
