I don't think so, not quite. XML is eXtended Markup Language, and it is a protocol that allows data (information) to be shared between users. MusicXML is a dedicated music protocol that supports, well, Music related information.

It allows internal data forms to be externalized and sent to other programs.

I don't think that scanning a piece of music will absolutely successfully handle what you suggested. Others are more expert in this field and will chip in.
