Could it be the opposite? Not that you have something, but that you are missing something?

I know, in regards to other software, that sometimes if they are compiled with new compilers, they may suddenly require certain windows addons to be installed.

I think they're called something like "C runtime [this or that number/revision]"

I don't think windows always knows if they're missing. Usually a vendor includes them in their download or makes it so that the software fetches them at install-time. Could that perhaps be an issue?

Unfortunately I'm not sure how to test for such an issue, but when talking with support maybe you could ask them if they switched compilers for BIAB2016 and if it therefore needs new windows-dependencies.
