Ed, I agree very strongly with your first statement, which represents my long-held major peeve with BIAB.

Your second quoted statement is misleading, however. There is a large range of non-tertian chord structures, such as modally arranged chords, quartal chords, cluster chords, et al. In context, a tertian interpretation of those would be a misunderstanding.
