Both PowerTracks and BIAB use the TC-Helicon harmonizer. You can now use it in RealBand, but you have to have PowerTracks installed in order to do so. I suspect it all probably comes down to a licensing arrangement (which is probably why TC-Helicon wasn't in RealBand in the first place).

So, if you want to use TC-Helicon in RealBand, you'll need to already have (or purchase) PowerTracks 12 and make sure the Releasse 12 patch is also installed. Once you do that, it works transparently in RealBand, the same way it does in PowerTracks.

$49 to purchase PTPA Version 12 the first time; $29 to upgrade from a previous version. So, for that price, you get to use the harmonizer in RealBand.
