As to why people do this, I have no answer for you. I don't know why people have no respect for other people's property.

When I drive, I am always cognizant of where the motorcycles are, because I like to give them as much room as possible. Over here, emphasized in drivers Education, and the just as promptly forgotten, is the 'Two Second Rule.' Count 'One One Thousand, Two One Thousand' and that should take you approximately two seconds. That should be the distance in time between you and the vehicle in front of you. We also use 'one car length for each 10mph', so if I'm doing 60mph, I should have six car lengths between the car in front of me, and my car.

WIth a motorcycle, I always try to double that, in case the driver drops the bike, I can stop in time before I hit him or her. What bothers me is that people will come screaming by you, pull in front of you, and then sit right on the bike's rear. I wish everyone would have to ride a motorcycle for six months so that they would know what it feels like with a car two meters behind you at 90km/h.
