The 16 tracks is likely a holdover from MIDI origins. But every time this topic is brought up, I explain that the tracks you have available is not some arbitrary choice. Several tracks are used by harmony, and additional tracks can be used for separating guitar strings. Mario states the optimal solution: uncouple things and let the user decide.
