I agree, if that were the case (no XP machines were allowed on the public network), the above mentioned issue would not have happened.
Unfortunately a lot of people and companies do not appear to embrace this... and choose to ignore it. Even when offered a solution beforehand.

I only mention it here because people may continue to use XP as usual and not realize the risk.
