Mastering engineer Bob Katz seems to imply in the interview linked below that there is a way to properly master a MP3 file. However most people do it (improperly) themselves because of the additional cost.

He prefers to encode the MP3 from the master, though.


"...you can get a marginally better sounding MP3 if you take it from the 24-bit file that precedes the 16-bit file on the CD. The MP3 encoders can do it a little bit better if they are given a higher resolution as the source."


Soundcloud is taking a 128kbps MP3 and "mastering" that. eek
