Pipeline's approach is an approach for individual Realtracks and Supermidi tracks (at least as I presently understand it).
With this in mind, I tried soloing each of the tracks and it seems that the holds on the two midi Supertracks are fine. From what I can tell, it's Realtrack #1814 (Guitar, Acoustic, Fingerpicking CelticAir Ev 085) that has the loud hold. This means that Pipeline's approach should be able to be used by selecting that single Realtrack and it will solve the problem.
Below is an alternative global approach that might also be worth investigating....
1. Enter into Realtrack preferences (#1 on the image).
2. Enter a negative value in the "Adj. Shot Velocity" window. (-2 or -3 seems to be a reasonable value)
I have noticed this same behavior. The fix for me is to use envelopes in the DAW track to lower the level of the offending note or chord.
Depending on how many places need fixing.... it could be a short process or it could take some time. But the more you practice using this form of editing, the better you get and the faster it goes.
For example, when I use Melodyne to "fix" a track, I literally take it manually note by note and phrase by phrase. I work one phrase at a time. Usually just a line of lyric at a time for the vocals. But I can generally work through an entire track in relatively short order.
I guess it all depends on how good you want the final result to be and how long you're willing to spend to get it to that point.

I've found that this phenomenon happens with a lot different instruments when using held chords.
I had not experimented much and was unaware of the various options global and specific mentioned here in this thread and will give them a try.
Up until today, I have handled the issue, which can occur multiple times in a song, individually with each occurrence using the track options from the Bar Settings Window.
The affected track reacts similar to Guitarhacker's description to envelopes in a DAW. I've found it's very quick and is accomplished without exporting tracks or involving another program.
If I remember correctly, these RT settings that are entered via the Soloist dialogue are saved with the Realtrack. This means that next time the Realtrack is used, volume adjustments for holds are already in place.
Been a few days. I've noticed this in a few styles but only chose this one as an example because it's a contender for one of the songs I'm working on. I wasn't using midi super tracks or soloist at the time. But' if adjusting things there resolves the issue I'm okay with that. I'd even generate a soloist and mute it if adjustments to it gave a positive effect on the hold for the style. Has anyone been able to reduce the loudness of holds in CAIRPGS.STY ?
As an idea I just had: Would it be possible to open the style in the directory, find the holds .wav file or other file, edit the level in a DAW, save it back to the style in the directory? Any thoughts from any geniuses?
The above solutions from Pipeline and me are how to reduce the volume of the Hold.
You don't have to be using the Soloist for it to be effective. Pipeline's instructions simply show where to find the control for Holds on a particular Realtrack. As it turns out, the individual RT control is accessed via the Soloist dialogue window.
Try both the previously given solutions and you'll find that they work.
