Windows has lots of things going on in the background. Windows Defender sometimes runs huge file-scans that can be quite heavy. And all the automatic-internet things (OneDrive and updates and whatever else may be 'phoning home' regularly)

I would suggest a [CTRL]+[ALT]+[DELETE] and then open task-monitor to see which things use the processor-time or disk-access. It can be a tedious process, but it may be a way (it's not always easy to hunt down the cause of issues like this)
