How do you know it's not working? And did you install it as administrator, as I'm guessing it needs the proper writes to update the registry?

Here's what I would do. Find the 64-bit VST you want to use. If it's already in your list, I would remove it (in case it's already there as a 32-bit plugin - you can't have both in BIAB or RB); then load the 64-bit plugin and select it. If the VST interface comes up, then you know it's working.
