I use the NCH WavePad wave editor. It's free and works well outside of any other program I have running.

It trims, normalizes and converts waves to mp3 at whatever final sample rate you want.

I believe, the last time I looked into it, it runs fully open and functional for a limited time. When that time is up, just opt to run it in demo mode. It still trims, normalizes, converts, and saves in demo mode.
