I don't know if you've played around with the settings that I've highlighted below. These might help.
If a "16th Notes" solo is selected (#1), try changing this to an "8th note solo". This will help identify Soloists that will have less notes in the bar. (Those listed in brackets, as seen on the image below, are outside the selection criteria.)
Also, make sure that "Double time" (#2) is not selected. This will cause the solo generation to play busy solos.
