There's a little protective flap in there and when I pushed that back with a paper clip, it's dark. No red light which tells me that port has somehow died unless there's something I can do to try to reactivate it which is the reason for my question.

Try copying your motherboard settings then reset the motherboard back to defaults and (if needed) enable the toslink port. Also, visit the motherboard manufacturer website then checkout the FAQs, forum links, technical papers, etc to see if there is a solution.
