Tom, I assume you used F5 (bar settings) to change the beats of that measure to 2. You are correct, every measure after will be 2, so go to the first measure (or the measure the repeat goes back to) and use F5 to set that measure to 4 beats.
To make an entire song 2/4, do the F5 in the first measure, then experiment to find an appropriate style.
