I have MIDI tracks I want to remove all of the program change events from and can't seem to find this feature to be able to remove all occurrences of certain events based on a filter. If this feature is not there I'm frankly shocked as it is a pretty important feature. For example would you want to have to use the Event list to remove every occurrence of after-touch that existed in an old MIDI track you have? Gee, even my old Commodore 64 Super Sequencer program had that feature I think. Thanks.
Try using the Edit feature, and then make sure to 'check' the Data Filter checkbox along the way. This opens a lot of possibilities for refining any edits.
In your case it appears Edit-Cut would be the best option, just check the box for Data Filter and cut only the Program Changes.

I'm not seeing what you are referring to in the menu-Edit list nor Menu-Edit-MIDI selections. I looked around other places and can't find. It's talked about in the Help guide also under 'Data Filter' and I can't figure where they're talking about. Thanks.
Highlight the range for which you want to delete the Program changes. Hit CTRL-X to "Cut". When the next Windows pops up, select "Use Data Filter", which will then pop up another window where you can filter/select the things you want to remove.

In John's top image, the 'Use Data Filter' is a Radio Button option under 'Keep Gap'. As expected it deselects 'keep gap' when you select the Data Filter, but it does actually keep the gap (as it should since the intent is to filter out some data to affect and leave the rest in place).
In my mind I have always thought it should be a check box higher up in the screen; and if selected it simply forces Keep Gap. Or maybe even a sub-selection of Keep Gap .. indented a little
