Yes, Dave is correct.

Think of the notes as more than just 'dots on a stave'. They all have length information also. So you cannot move a note to where a note already exists, and you cannot tie two notes together to make one longer note. You will still have two notes.

So if you want one longer note (as it appears you are trying to achieve), delete either the second or first note, then drag the remaining note to the correct start position, then set the length of the note.

Be careful that if you have the 'Clean' checkbox checked, you may not see your desired result until all of the notes at that position have been extended.
