Okay, I see what you are doing now. I don't think you actually have to register a new plugin, as that should have happened during installation. Generally, you may have to just rescan the plugins if you are not seeing them.

From the user manual:

Scan for New Plugins button will re-scan for newly installed plug-ins. Use this option if you have installed a new plug-in since starting Band-in-a-Box.

Register a New Plugin button can register a plug-in with Windows, so that audio applications such as Bandin-a-Box or PowerTracks can use the plug-in. Most DX plug-in installers register themselves, but this option is useful if you have a plug-in that doesn’t automatically register itself.
