If you used the Pitch Shift under 'Audio Effects', it's necessary to use CTRL+A (to select the whole track) and then click on 'Process' to have the effect applied. (Make sure you save a copy of your original mp3 because the pitch change will alter the track.)

If you used the 'Time Stretch and Pitch Shift' in the right-click menu, it's necessary to set the 'From' and 'Thru' boxes at the bottom of the menu. These are Bar Number, Beat Number and Tick (part of beat number). For example: 4 2 60 says Bar 4, beat 2, tick 60.
