I'm really sorry to hear that health has been presenting challenges for you.
As far as I'm aware, if you give away all your ownership of BIAB, it can be transferred. In relation to the program, all you need do is deactivate it (Help | Utilities | Special options for activation/deactivation) and then when he installs it, he will simply need to re-activate it within 30 days.
In relation to your registration that's recorded at PG Music, I'm sure that an email to sales@pgmusic.com will solve the problem. I'd put "Attention Callie" in the email's subject.
While it's easy to transfer ownership of the program, ownership of your registration and then the subsequent ability to use that registration to get special deals when they come along is something that I know nothing about. Only PG Music will be able to help with that one (hence the email).
