Velocity can mean volume, timbre, or both depending on what sound source you have. A single layer sound velocity means volume. Multiple layers velocity means timbre or volume and timbre. In timbre alone sound sources the volume is controlled by another CC, usually CC1, the mod wheel. Think Garrison and Aria products.

Also note that in all cases there will be a master volume control in either the software or the DAW that is independent of the softsynth's velocity volume.
