Velocity can mean volume, timbre, or both depending on what sound source you have. A single layer sound velocity means volume. Multiple layers velocity means timbre or volume and timbre. In timbre alone sound sources the volume is controlled by another CC, usually CC1, the mod wheel. Think Garrison and Aria products.
Also note that in all cases there will be a master volume control in either the software or the DAW that is independent of the softsynth's velocity volume.

Thanks for chipping in Mario. I somehow keep leaning towards the concept that the O/P was referring to MIDI data and not Real Tracks. What you said makes sense for MIDI.
I guess we're all keen to see what the response is.
