Just think of the flash drive as a substitute for a DVD since modern systems no longer have optical disc drives. It's not designed to actually run the program.

It's the same thing Microsoft does with Win10. I recently installed 10 on a friends PC and when I opened the little box inside was a very small flash drive with a note saying plug it into a USB port. I did that and the install process started.
