I agree. That is not a standard tab format for chords. The tab numbers are always stacked on top of each other, not with one on the side like your pic shows.

Also the D and Eb can not be played on a 4 string bass with standard tuning. But it can be played on a 5 string bass, however the tabs only show 4 strings. If the 4 string bass E string was in the lower D tuning then it would be possible but the D would be a 0 and the Eb a 1.

This is very weird.

I agree with you in that if BiaB is showing tabs then they should be correct tabs.
