I use Reaper and piano roll for midi regularly. All you need to do is to.... 1. Enter the note (it will enter a default length). 2. Drag the right end of the note to the right until it is the length you desire. 3. If you don't have enough space, you'll need to drag the length of the actual midi track/item to the right first before doing the above. The below Youtube link might help.
