Isnt' a VST plugin just a DLL in the \ProgramFiles\VSTPlugins folder? (e.g. VSC.DLL)
Does your PC have VSC.DLL in the \ProgramFiles\VSTPlugins folder, and if so, can Sonar find it and use it?
