If I understand you correctly (I frequently don't), the solution lies in the three buttons next to the tempo window. Default for the three is "1", "32", and "3". Let's look at the three. (If you hover over them with your cursor, a "flyby" hint will appear.

What you call repeats, PG calls choruses. This is controlled by the third button. Press it and change the value to whatever you like; in your case, 1.

The first two buttons determine the beginning and ending of the choruses. The beginning will almost always be "1". Use the second button to change the ending to wherever you want. (You don't need to include the ending; BIAB does that automatically.) So, a four verse (not chorus) 16-bar blues would run from measures 1 to 48 and BIAB would add measures 49 and 50 for the ending.
