If the notes are in the pickup measure (during the click-in, for example), then you can't put any chords there). You would instead have to make the pickup measure be measure #1 (after the count-in). You could have silence for the first two beats and then have chords on beats three and four:

The "F." would play a rest (no sound) on beats one and two, and then an F chord on beat three and a G chord on beat four. If you wanted to hear the percussion on the first two beats, you could instead enter "F.d", which means to rest all instruments except the drum track.
