Thanks very much for that suggestion, Pipeline. In the DAW, all I had to do was set the audio device to Voicemeeter Virtual, no other configuration necessary. For anyone else with a similar problem, you will need to set the DAW back to your hardware audio device to make changes to the block size or sample rate.
It is still disappointing that I need to use a 3rd party utility to get the VST working properly.
