I took a song writing class when doing my music major in college. (1975)
The teacher suggested what you note above....write out the complete story line as complete as one desires then deal with putting it in lyrical form.

To be honest....I don't write using that discipline all the time....just sometimes.
Since I've been writing for some time I tend to do a lot changing/editing within my pea brain during the writing process.
