Also check what driver BIAB is using and change it from ASIO to another driver choice if it is set to ASIO.

Per Noel: "When you go to open ProTools, is BIAB running? If it is, close BIAB down, restart your computer and, without opening any other program, see if ProTools opens."

Do a cold restart. (completely turn off the computer and let it set for a few seconds to a minute before restarting.)

It seems to me your ASIO driver is hanging. This procedure may force it to release and ProTools should have access to it on restart if that is the case.
