From my interpretation, you are not actually adjusting the height of the staff but only adjusting the position of the staff.
I can repeat exactly what you have mentioned, but I don't know of a way to force the scroll bar position to remain. It does seem unusual that after the first toggle the staff is in the same location, but after the second toggle, it has reverted.
