What I'm reading is the function keys are performing tasks. Laptops normally have a key that acts as a function key toggle. They can either act as Windows keys or perform tasks.

Look at the function keys and they should have colored icons on them that show the task each performs. They are tasks like volume control, brightness, internal or external monitor and so on. You should also notice a key that is colored the same as the task icons. Press the colored key and a function key at the same time and the function key should perform a Windows function.

Most laptops have a bios / eufi setting that defines if the function keys default to tasks or Windows. Right now it reads like they are performing tasks by default so you will need to change that in the settings.
