it seems my windows display settings were wrong.
In windows display settings it was set to 125%(recommended)
i changed it to 100% and the little box in your 2nd image becomes visible and i can then right click and restore the plugin window.
problem is when display settings are set to 100%... text etc is all a bit small for me.
and what seems odd is that the 125% display setting is the recommended windows display setting.
Anyway its not a major problem and i know now how to get the window back up.

When the display settings is set at 100% you can recover some of the 'small visibility' by then lowering the screen resolution. It might not be ideal, but it does work. You could try it anyway, and can always go back.
PS: I never understand why 125% is the recommended value.
