Hi Heera, that is a great question. When determining what songs should go on albums, try asking yourself the following three questions (in order):
1: What message (if any) do I want to put across with the entire album?
2: Does the timbre of this song have consistency with other songs?
3: Is the tension/release of this song fit with the overarching "story arch" of the album?
Albums are usually context based. Its the difference between a compilation of songs that are good, or if you are trying to write a story. I find these questions are a great place to start.
Anyone else have any other suggestions?
