This is a repeat of an old request, with a new proposed solution.
The Mute setting of individual instruments does not survive saving and reloading on a song level.
I would prefer the Mute settings be saved and loaded with a song, so we would not have to do the workaround of volume = zero on individual tracks.
Since BIAB does preserve the Mute status of a track when loading other songs as long as BIAB keeps running, and this feature has its advantages, perhaps there would need to be a global preference checkbox "Song mute settings override current track settings" or some such.

Looks like all that is needed to do is un-click the enabling of any instrument in the same menu as the muting. I also have the volumes of any instrument I don't use set to 0. The volume step I don't have to do anymore. When any instrument is disabled it's name turns from red to gray. So you were correct in how the mute option works. Later, Ray

Thanks. For the average user, I suspect preserving Mute status per song would be easiest.

And also my request from previous post, which is to have mixer snapshots saved at least 3 of these. Which would include saving mutes/solos, volumes, FX
For example:
You want to hear project with 3 muted tracks, mute these tracks - Save snapshot
You want to hear mix dry - Save snapshot
You want to hear mix FX heavy - Save snapshot.
And easy way to flip through these "snapshots", of course saving these with particular project, not globally (global snapshots saves would also be welcomed) The last active one (for example with mutes) is saved as a default, when you close project. When you re-open the project the default "snapshot" (in this case with mutes) is opened with projects. (The other snapshots should be saved and available too with re-opening project)

Side question, why save a muted track? Why not disable the track or remove the instrument from the track?

Side question, why save a muted track? Why not disable the track or remove the instrument from the track? Maybe the track has a recorded melody that can be used to print a chart from. You want to keep it but you don't want it to play (that's something I do regularly). Muting it is by far the easiest and quickest option.
