I was on one site and used a 10-character password with a mix of upper case, lower case, a couple of special characters, and a couple of numbers that has been accepted as strong on other sites. As I was entering it, the site indicated it was strong (but required 10 characters), and then when I typed the final and 10th character, it reverted to "weak". Oddly, I changed one of the numbers to a letter (which in real life would make the phrase more readable), and it considered that one strong. Go figure.
