Apparently Kontakt developers don't get per-product licenses, but batches of the licenses. This means that a developer can actually run out of licenses for a sample library, and there's a delay while they purchase another batch.

So a developer needs to decide how many licenses to purchase at a point in time, based on how quickly their stock is being purchased. The cost is apparently around $20, but is negotiated at the time the product is released, and apparently not re-negotiated for the lifetime of the product.

Not being tied to the Kontakt Player means a developer can sell as many units as they want, without having to purchase any licenses.

I suspect that other inexpensive "sketch" libraries (such as Amadeus, Symphonic Sketchpad, Smart Orchestra, Versilian Studios Chamber Orchestra 2, among others) also was a factor in lowering the price.
