Most video software (even the free software that comes with the camera) should allow making a video with a second audio track.. and the ability to control volume on the first one. Its usually a drag and drop for timing .. not real accurate, but within a few tries you can get pretty close.

As Scott said, even WinMovieMaker will work.

Not every Windows system comes with it pre-installed, I have seen same version of XP with it and without... must be specific to the license, but it is offered free from Microsoft -
