You have to pay close attention to where things get pasted in the popup window, it will often default to the cursor location, which may/may not be where you want it to be. Also have to make sure you are pasting in full measures to begin with ..

Depending on version, there is as an 'Edit- Insert blank bars into song' option .. may be easier

You are working at the right tempo so things line up with the metronome and measures, right?
