fiddler2007, Did you try applying HighDpi settings to specific program (IE, Chrome...etc?) Right click on starting icon, Go to properties->Compatibility (tab)->Change High DPI settings... There are couple of options there you can try. Helped me with couple of proprietary software that was not updated in ages in High DPI environment
