I have had to do this a couple of times after a Win 10 update: 1-right click on start - click on device manager 2-click on universal bus controllers 3-one at a time right click on each USB hub 4-click on properties 5-click on power management 6-unclick the allow this computer to turn off etc etc.
Whenever I get something stuck in the back of my throat, I dislodge it by drinking a beer. It's called the Heineken Maneuver.
